The divergence: how Wales split from the English pay system

Since the devolution of powers over teachers' pay and conditions, the Welsh Government has radically redesigned the school payroll landscape under an independent framework: the School Teachers' Pay and Conditions (Wales) Document (STPC(W)D).

1. The death of the M1 scale point (starting higher)

The most significant structural adjustment made in Wales was the complete compression of the Main Pay Range (MPR). To boost recruitment for Early Career Teachers (ECTs), Welsh ministers permanently deleted the legacy M1 spine point.

As a result, the Main Pay Range in Wales operates on a compressed 5-point scale running explicitly from M2 to M6.

  • Any newly qualified teacher taking up their first position in a Welsh school bypasses the traditional lower starting rung completely.
  • This establishes an automatic, higher statutory starting baseline of £35,080 for the 2026/27 academic cycle.

2. Mandatory automatic pay progression

Unlike England, where pay progression can still be tied directly to strict performance-related pay (PRP) targets and complex management reviews, Wales has completely abolished performance-related pay.

Under the STPC(W)D framework:

  • Classroom teachers on the Main Pay Range progress up a scale point automatically every single year, provided they have completed a year of continuous service.
  • Progression cannot be blocked or withheld based on student test outcomes or arbitrary appraisal metrics, unless formal capability procedures have been explicitly triggered.
  • Once you reach the top of the Main Pay Range (M6), moving onto the Upper Pay Range (UPR) still requires a threshold application, but progression within the UPR (U1 to U3) occurs automatically every two years.

The portability guarantee

Wales strictly enforces pay portability. If you move from a school in Newport to a school in Wrexham, or return to teaching after a career break, the governing body is legally bound to match or exceed the exact pay scale spine point you previously achieved. This prevents schools from hiring experienced teachers on artificially lower rungs to protect tight budgets.
